This decision is being made in response to accelerated population growth. According to statistics, between January 2023 and January 2024, the Canadian population increased by 1.3 million, and nearly 98% of this increase is attributed to immigration. In particular, the number of immigrants approached 472,000, while the number of temporary residents also saw a significant increase.
The plan aims to reduce the country’s housing demand, projecting that the reduction in the number of immigrants will help decrease the housing supply gap by about 670,000 units by 2027. Additionally, more than 40% of the new permanent residents are expected to come from the population of temporary workers already in the country. This will exploit a young, skilled, and integrated workforce without putting additional pressure on public services or housing.
Another priority of the government is to attract more skilled workers, especially in key sectors such as healthcare and trades. It is expected that more than 62% of the new residents will come from this economic group, reflecting the government’s focus on the quality of immigration.
However, the decision has generated controversy. Some groups, such as the migrant rights network, criticized the policy, accusing it of scapegoating immigrants for the housing market’s problems. Additionally, the political opposition has questioned the plan’s effectiveness, noting that reductions in immigration levels do not address structural issues such as the lack of housing and insufficient investment in healthcare.
